STAMFORD (AP) - A Christmas Day fire that killed three children and their grandparents was a tragic accident related to a fireplace in the home, not the result of foul play, the mayor said Tuesday.

Investigators were expected to reveal the cause of the fire later Tuesday, but Stamford Mayor Michael Pavia told The Associated Press described the cause as "fireplace-related." He could not provide more details.

"The preliminary information is it was just a tragic accident," he said, adding that foul play had been ruled out.

Neighbors said they were awakened by screams shortly before 5 a.m. Sunday and rushed outside to help but could do nothing as flames devoured the large Victorian home.

The home's owner, New York advertising executive Madonna Badger, and a male acquaintance escaped the Christmas morning fire. Her parents, who were visiting for the holidays, and her three daughters -- 7-year-old twins and a 10-year-old - were killed.

Badger's father, Lomer Johnson, had a long career as a safety chief at Louisville, Ky.-based liquor maker Brown-Forman Corp., where he retired from his job as safety and security director several years ago. He worked as a department store Santa Claus this season.

"He spent his career trying to keep others safe," retired Brown-Forman executive Robert Holmes Jr. said Monday in a telephone interview. "And the irony is that he dies in a fire."

The other victims were Badger's mother, Pauline Johnson, and daughters, 10-year-old Lily and twins Grace and Sarah. The Johnsons lived in Southbury, about 45 miles northeast of Stamford.

The acquaintance was a contractor working on the home, police said. He was identified by the Stamford Advocate newspaper as Michael Borcina.

The severely damaged $1.7 million Victorian house situated along the Connecticut shoreline was torn down Monday after the buildings department determined it was unsafe and ordered it razed, Stamford fire Chief Antonio Conte said.

He told WFSB-TV that bodies were found on the second and third floors and on the stairway between the floors.

Firefighters knew there were people trapped in the home but could not get to them because the flames were too large and the heat too intense, officials have said.

Bill Avalos, a retired captain at the Stamford Fire Department, said the department is now arranging crisis intervention for the firefighters who battled the blaze.

"We have a younger department. We want them to stay healthy," he said. "They did everything they could do to have a better outcome."

Lomer Johnson most recently worked as a Santa this year at the flagship store of Saks Fifth Avenue in Manhattan, a store spokeswoman said.

"Mr. Johnson was Saks Fifth Avenue's beloved Santa, and we are heartbroken about this terrible tragedy," spokeswoman Julia Bently said in a statement.

Holmes, who worked with Johnson for more than a decade at Brown-Forman, remembered his co-worker as a big man with white hair and a commanding presence.

"He was a man of not a lot of words, but when Lomer spoke or gave his opinion, it was always well thought out," Holmes said.

He said he was a bit surprised that the longtime security chief had become a department store Santa but added, "I could see Lomer doing something like that because Lomer had a passion for people."

During Johnson's long career with Brown-Forman, whose many brands include Jack Daniel's Tennessee Whiskey and Southern Comfort, he was responsible for security and safety at the company's headquarters and production plants. His responsibilities included helping plan fire drills, Holmes said.

"He spent his life as a safety professional making sure our facilities were safe from fire," Holmes said. "And in the event there was a fire, that people knew what to do in terms of getting out of the buildings."

Badger, an ad executive in the fashion industry, is the founder of New York-based Badger & Winters Group. She was treated at a hospital and was discharge d by Sunday evening, a hospital supervisor said. Her whereabouts Monday were unknown.

Borcina was hospitalized Tuesday in stable condition, a nursing supervisor said.

Property records show Badger bought the five-bedroom, waterfront home for $1.7 million last year. The house was situated in Shippan Point, a wealthy neighborhood that juts into Long Island Sound.

The lot where the house stood was covered with charred debris and cordoned off by police with tape on Monday. Passers-by left floral bouquets, stuffed animals and candles.

Giffords, survivors to commemorate mass shooting

Rep. Gabrielle Giffords, other survivors of the Tucson shooting rampage and countless others will come together in the close-knit southern Arizona city on Jan. 8 to commemorate the one-year mark of that tragic day and remember those who died.

A number of events are planned that Sunday, although it remained unclear Thursday which Giffords will attend or whether she will make any public statements.

Other survivors of the shooting, including Giffords' staffers Ron Barber and Pam Simon, plan on going to every event that they can. Others, like 76-year-old survivor Mavy Stoddard ? whose husband died shielding her from bullets ? plan on staying home with loved ones who will help them get through the emotional day.

"The whole weekend of the anniversary, I think is going to be tough," Barber said recently during an interview in Giffords' Tucson office.

Barber was shot in the cheek and thigh during the shooting, which killed six and injured 13, including Giffords. The congresswoman survived a gunshot wound to the head and has been undergoing extensive physical and speech therapy in Houston for the past year.

Barber still walks with a cane, meets with a therapist and is working on a part-time basis because of fatigue.

Barber has been reliving the terrible moments of the shooting in nightmares and flashbacks as he helps plan events marking the day, which he envisions as a time of togetherness and healing for Tucson.

"This wasn't just an emotional wound for those of us who were there, but our entire community was shocked ? a lot of people still cry when they see me," Barber said. "We're bringing the community together in a way that they came together (after the shooting)."

In the weeks following the tragedy, Tucson residents turned out in droves to contribute to memorials at Giffords' office, the hospital where survivors were treated and in front of the grocery store where the shooting happened. All of the people wounded that day say that their neighbors brought them food that kept them fed for two months.

"This community really rallied around itself and us," Barber said. "And I know the congresswoman wants to be here to be a part of that."

Simon said she feels a responsibility to go to all the events planned Jan. 8, partially because her colleague and friend Gabe Zimmerman and others who were there for Giffords that day were killed.

"I've felt this way from moment one, since I was one of the staff members that could be there, although it's emotionally tough sometimes," she said. "But people got wounded when they came to see Gabby, and as one of her staff it's very, very important for me to be there for the community. It's a privilege and an honor."

The events planned include a community-wide ringing of bells at churches and by people throughout the city at 10:11 a.m., the exact time the shooting broke out, an interfaith service at St. Augustine Cathedral where people of all religions are invited to pray and reflect, and a series of talks reflecting the lives of Giffords and the six people killed in the shooting.

During the talks, being held on the University of Arizona campus, Colorado Sen. Mark Udall will speak about Giffords.

Other speakers include federal Judge Raner Collins speaking for shooting victim and fellow Judge John Roll, Barber speaking for Mavy Stoddard's husband Dory, and Serenity Hammerich, who will talk about her best friend and the youngest shooting victim, 9-year-old Christina-Taylor Green.

Capping off the events will be a candlelight vigil at the university.

Stoddard said that she won't be able to go to any of the events because they'll be too emotional.

Stoddard has had a particularly tough time coping with the loss of her husband and "soul mate" of 15 years during the holidays. The two were grade-school sweethearts who married when they were 60 years old after each of their spouses died; they spent the next 15 years traveling the world and building a home together in Tucson.

"I'm glad the town is turning out to remember but I'd rather just be with my family," she said. "I think that's what Dory would want, to have us all together and love one another."

World stocks down on mixed US, Japan economic news (AP)

BANGKOK ? World stocks markets fell Wednesday, with trading thinned by year-end holidays and mixed economic news out of the U.S. and Japan.

Benchmark oil hovered above $101 per barrel while the dollar fell against the euro and the yen.

European stocks dropped in early trading. Britain's FTSE 100 fell 0.2 percent to 5,501.25. Germany's DAX was 0.9 percent lower at 5,839.98 and France's CAC-40 lost 0.4 percent to 3,092.01. Wall Street also appeared headed for a lower opening. Dow Jones industrial futures rose 0.2 percent to 12,199 while S&P 500 futures dipped 0.3 percent to 1,256.60.

Earlier in Asia, trading was subdued, as it typically is between the Christmas holiday and New Year's.

Japan's Nikkei 225 index fell 0.2 percent to close at 8,423.62. Hong Kong's Hang Seng Index fell 0.6 percent to 18,518.67, while South Korea's Kospi lost 0.9 percent to 1,825.12. Australia's S&P ASX 200 lost 1.3 percent to 4,088.80. Benchmarks in Singapore, Taiwan and Indonesia were also lower.

Japan's industrial output dropped a seasonally adjusted 2.6 percent last month ? the first decline in two months. But the negative news was mitigated by expectations of rebounding manufacturing and production this month and next, which helped to mute stock market losses.

The Shanghai Composite Index reversed course after early losses, rising 0.2 percent to 2,170.01. But the smaller Shenzhen Composite Index sank 0.5 percent at 849.76.

Some investors were "dumping shares" because Beijing has failed to take steps they expected to stimulate slowing economic growth, said Peter Lai, investment manager for DBS Vickers in Hong Kong.

"Some investors believed there would be a reduction in interest rates or the bank reserve ratio. But this hasn't happened," Lai said.

Tokyo Electric Power plunged 11.8 percent, a day after Japanese Industry Minister Yukio Edano suggested that the embattled utility be put under temporary state control and warned the company against resorting to electricity bill hikes.

TEPCO operates the Fukushima Dai-ichi nuclear power plant, which was heavily damaged in the March earthquake and tsunami, and owes massive compensation payments to people and companies harmed by a nuclear disaster at the plant.

Hong Kong-listed property shares also slumped. China Overseas Land & Investment slid 3 percent. China Resources Land lost 2.7 percent.

China Mengniu Dairy, the country's biggest dairy company, plummeted 24 percent in Hong Kong after acknowledging that a cancer-causing toxin had been found in milk produced by the company. Mengniu apologized and said no tainted milk had made it to the market. The government blamed the problem on bad feed given to cows.

Retail shares also slid on growing anxiety over the global economy in 2012. Hong Kong-listed jewelry retailer Chow Sang Sang shed 4 percent. Australian department store chain David Jones fell 2.1 percent and Woolworth's lost 0.9 percent.

On Wall Street on Tuesday, the Dow Jones lost less than 0.1 percent to close at 12,291.35. The S&P 500 was up marginally to 1,265.43. The Nasdaq composite rose 0.3 percent to 2,625.20.

U.S. consumer confidence surged to an eight-month high, but home prices fell in 19 of the 20 cities tracked by the Standard & Poor's/Case-Shiller index. That report dampened investors' enthusiasm about a jump in consumer confidence to the highest level since April.

Benchmark crude oil rose 2 cents to $101.36 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose $1.66 to finish at $101.34 per barrel on the Nymex on Tuesday.

In currency trading, the euro fell to $1.3075 from $1.3069 late Tuesday in New York. The euro has been weak because of worries about Europe's government debt crisis. It is still trading just above an 11-month low of $1.2943 reached on Dec. 14.

The dollar fell to 77.73 yen from 77.85 yen.

Chinese Company CNCP First to Produce Afghan Oil in Decade

In what will be Afghanistan's first international project in a decade, officials in Kabul approved an oil exploration deal with China's state-owned National Petroleum Corporation (CNCP).

The agreement announced Tuesday will be a partnership between CNCP and Watan Group, a collection of Afghan oil and mineral companies. The exploration deal will last 25 years, according to Watan's Web site.

The deal will be the first time a foreign company will be producing oil in Afghanistan, according to National Public Radio.

Afghanistan?is expected to hold large reserves of oil and natural gas. A?2008 report published by the?Central Asia-Caucasus Institute,?a part of Johns Hopkins University,?states the country could have an average of 1,596 million barrels of oil and 15,687 trillion cubic feet of natural gas.

CNCP stands to develop tracts of land that is estimated to hold 87 million barrels of oil, according to The China Perspective, an online Chinese news agency. The company will pay the Afghan government a 15 percent resource tax, a 20 percent corporate tax and 70 percent of its profits from the oil block, the online news source reported.

China will be exploring for oil in three oil fields in the Amu-Darya basin, which extends from Uzbekistan to Northern Afghanistan and Iran.

The basin is the 15th largest according to the U.S. Geological Survey in a 2004 report.

Debt-riddled Japan relaxes decades-old arms exports ban

TOKYO (Reuters) - Debt-riddled Japan Tuesday relaxed its self-imposed decades-old ban on military equipment exports in a move that will open new markets to its defense contractors and help the nation squeeze more out of its defense budget.

The government's security council agreed to the relaxing of the ban to allow Japan to take part in the joint development and production of arms with other countries and to supply military equipment for humanitarian missions, Chief Cabinet Secretary Osamu Fujimura said at a news conference.

"The new standards (on weapons exports) are a result of the government considering measures that required attention amid recent changes to the environment surrounding international defense equipment," Fujimura said, referring to rising arms costs that could put strain on the government, with public debt twice the size of its economy.

The rule adopted in 1967 banned sales to communist countries, those involved in international conflicts or subject to United Nations sanctions.

It later became a blanket ban on exports and on the development and production of weapons with countries other than the United States, making it impossible for manufacturers to participate in multinational projects.

"The regulations on weapons exports are based on the concept that as a pacifist country Japan should aim to avoid fanning international conflicts, and we will keep a close watch on exports," Fujimura said.

The relaxing of the rules does not mean Japan will begin openly selling its military products to the world -- exports will be limited to strategic allies like the U.S.

The move could still allow companies such as Mitsubishi Heavy (7011.T) to join the development of Lockheed Martin's (LMT.N) F-35, which Tokyo picked last week as its next frontline fighter, planning to buy 42 machines at an estimated cost of more than $7 billion.

MORE THAN DOUBLE

Although Japan is the world's sixth-biggest military spender, it often pays more than double other nations for the same equipment because local export-restricted manufacturers can only fill small orders at a high cost.

Removing the ban would stretch its defense purse further as military spending in neighboring China expands.

This year, Beijing raised military outlays by 12.7 percent. That included money for its own stealth fighter, the J-20, which made its maiden flight in January.

In contrast, Japan's defense budget has been shrinking in past years as ballooning costs for social security and servicing its growing debt pile squeeze other spending.

Given fiscal restraints, Tokyo is keen to make its defense program more efficient to maintain its military capability in the face of China's rise and growing uncertainties in the region.

The relaxation of the ban, that has been modified in the past to allow sharing of military technology with the U.S., could also be a boon for Japanese manufacturers as the strong yen weighs on their civilian exports and weak domestic demand and budget constraints restrict growth at home.

Training stepped up for Afghan special forces

(AP) ? "Attention! Attention! You are surrounded by Afghan forces. Come out with your hands up."

The order barked by an Afghan soldier launched a training exercise last week that pitted members of the nation's growing elite force against actors posing as Taliban fighters.

Afghanistan and the U.S.-led coalition have stepped up training of the Afghan special forces unit to fill the vacuum that will be left by foreign troops slated to end their combat mission in 2014. In the future, it will be Afghan special forces countering insurgents in villages across the country.

As the force expands, they will also lead more of the controversial house searches ? something that could mitigate Afghan President Hamid Karzai's intense opposition to the nighttime raids by international troops that Afghans have found culturally offensive.

Even though Afghan troops have been along for the more than 2,800 raids during the past year, Karzai has argued that the teams often treat innocent Afghans as if they were insurgents and violate citizens' privacy in the conservative Afghan society.

Karzai wants all raids halted. He wants foreign troops to stop entering Afghan homes. The thorny issue is being negotiated by U.S. and Afghan officials crafting a strategic agreement that will govern how remaining American forces operate in Afghanistan after 2014.

A recent national assembly of elders advised the Karzai government to allow the raids to continue as long as they are conducted solely by Afghans. If so, many more Afghan special forces soldiers need to be trained.

Neither NATO nor the Afghan Ministry of Defense would disclose how many Afghan special forces had been trained or how large the force will become. Jalaluddin Yaftali, a special forces team leader at the training site, said the force currently numbered 1,000 to 1,500.

"It takes time. It's like nation-building ? an endless task. It will take years, but the will is there and right now the force is growing," said Afghan army Col. Mohammad Farid Ahmadi.

"The program started two years ago, but now we are jointly working with the coalition forces to Afghanize as soon as possible. We have already started. It's growing."

So far, most have been recruited from the Afghan National Army Commandos, a quick reaction force regarded as the most professional unit in the Afghan army. Commandos receive 10 weeks of training on top of the roughly 10 weeks they completed to become an Afghan soldier. Moreover, Afghan soldiers usually serve about four years as commandos before being selected for special forces training.

Their training is further refined while partnered with American forces. Eventually, they will be tasked with a variety of operational missions, including night raids, throughout the country.

"It not only takes a long time to select the right people for the job, but also to bring them through a training program so they are capable of operating with other special forces or on their own," German Brig. Gen. Carsten Jacobson, a NATO spokesman, said at the training site on the outskirts of Kabul, the Afghan capital.

While some are already conducting solo operations, the Afghan special forces will continue to need coalition air power, intelligence and other support for years to come, he said.

Seth Jones, a RAND Corp. political scientist who advised the commander of U.S. Special Operations forces in Afghanistan, said it's hard to rush special forces training.

"The Afghan program, which was first conceptualized in 2009 and established in 2010, is relatively new. I remember participating in the brainstorming sessions as we helped build the Afghan special forces," Jones said.

"Focusing on numbers, rather than quality, and trying to mass produce Afghan special forces would be a serious mistake. I'm not suggesting anyone is doing this yet, but it should be monitored very closely."

The Afghan soldiers conducting the training exercise crouched in shadows at the foot of man-made hills surrounding the practice compound. The residential compound resembled a western cowboy movie set.

"Drop your weapons!" the Afghan soldier barked into a bullhorn. "Keep your hands raised and come out."

Trying to give the occupants time to cooperate, the more than 20-man Afghan special forces team waited patiently, their guns drawn. When nobody came out, they tossed two harmless grenades that made loud bangs when they landed in front of the house.

A few minutes later, an actress covered in a red shawl slowly emerged with her hands raised. The soldier with the bullhorn asked her to reveal her face so the troops could be sure she was a woman and not a man. When it was clear that she was female, she was led away to be searched by a female Afghan soldier.

Having male troops search females is taboo in Afghanistan. So is touching a family's Quran, the Muslim holy book, or entering a home without being invited ? things that foreign forces have learned in the decade-long war.

Soon after the woman left, two men walked from the house with their hands held high. Making sure they weren't armed, the troops ordered them to lift their shirts and pant legs. The would-be Afghan suspects then were cuffed and taken away.

"We are asking the Defense Ministry to make one special forces platoon of just female soldiers so they can go talk to the families, the children, the women," Yaftali said. "If you are a female, you can talk openly with the family."

It was clear to onlookers that the more than 20 Afghan special forces soldiers who conducted the house search and did a live ammunition training exercise with M4 rifles and 9mm pistols were the best of the elite force. With their dark glasses, night vision headsets, microphones and radios, they looked just like their U.S. Special Operations forces counterparts.

Jones said the first Afghan special forces soldiers trained were very competent because they were recruited directly from the Afghan National Army Commandos.

"In practical terms, this suggests that there will be some variation in the competence of Afghan special forces by 2014," Jones said. "Some will be fully capable ... but others may struggle."

USDA reverses decision to cut agriculture reports

WASHINGTON (AP) ? The Agriculture Department is reinstating several reports that it had targeted for elimination two months ago in a cost-cutting move.

The department says that it will reinstate reports for industries such as catfish and trout, hops, fruits and vegetables, and bees and honey.

In October, the USDA had said that eliminating or reducing the frequency of 14 crop and livestock reports would save about $10 million.

But some farmers complained that without the reports, they would be left guessing how much to produce and when to sell.

The reports influence the price and supply of many products that people wind up consuming.

The USDA said this month that several improvements to its operations have allowed the department to find money to reinstate several key reports.

NORAD Santa trackers having record holiday (AP)

DENVER ? Santa's piling up more than presents this year. The big man's trackers at NORAD say Santa Claus also broke records this Christmas Eve.

Volunteers at Peterson Air Force Base in Colorado had fielded more than 80,000 calls Saturday evening, breaking the previous record. Also, Santa's NORAD Facebook page approached 980,000 "likes." Last year, Santa had 716,000 "likes."

Volunteers at NORAD Tracks Santa said kids started calling at 4 a.m. Saturday to find out where Santa was.

"The phones are ringing like crazy," Lt. Cmdr. Bill Lewis said Saturday.

The North American Aerospace Defense Command has been telling anxious children about Santa's whereabouts every year since 1955. That was the year a Colorado Springs newspaper ad invited kids to call Santa on a hotline, but the number had a typo, and dozens of kids wound up talking to the Continental Aerospace Defense Command, NORAD's predecessor.

The officers on duty played along and began sharing reports on Santa's progress. It's now a deep-rooted tradition at NORAD, a joint U.S.-Canada command that monitors the North American skies and seas from a control center at Peterson.

Santa's first stop in the U.S. came at 9:02 p.m. MST in Atlanta, said Canadian Navy Lt. Al Blondin.

NORAD's Santa updates are blowing up on social media, too. In addition to the website and Facebook and Twitter pages, Santa this year has a new tracking app for smart phones. The app includes the Elf Toss, a game similar to Angry Birds.

First lady Michelle Obama was among the volunteers for a second year in a row. She took about 10 calls from her family's holiday vacation in Hawaii. Lewis said Obama's voice didn't throw any of the phoning children.

"They all just asked run-of-the-mill stuff. They wanted to know about Santa," Lewis said.

Jamie Dupree's Washington Insider: Gingrich's Poll Numbers Soften

During last week's visit to Iowa for a GOP debate, I wrote about all of the negative ads being run against Newt Gingrich on radio and television, and the rumblings of how his poll numbers were softening.

We might be starting to see some evidence of that.

Two new polls from Iowa, one from Public Policy Polling and the other from Insider Advantage show Gingrich dropping back in the GOP race in the Hawkeye State over just the last week.

Insider Advantage polled in Iowa on December 12 and had this:

Gingrich - 27%
Paul - 17%
Perry - 13%
Romney - 12%
Bachmann - 10%

The latest poll from Insider Advantage from December 18 now has Ron Paul in the lead and a giant drop in support for Gingrich:

Paul - 24%
Romney - 18%
Perry - 16%
Gingrich - 13%
Bachmann - 10%

What's interesting about the Insider Advantage poll is that the company is run by someone who has close ties to Gingrich - when the December 12 poll came out, I had a number of fellow journalists send me messages that I should ignore that poll because of those ties.

I guess I ask now - if it is biased towards Gingrich, then why is he in fourth this time around?

The other poll out from Iowa right now is from Public Policy Polling, and again people are telling me to ignore this one as well. But let's take a look:

Paul - 23%
Romney - 20%
Gingrich - 14%
Perry/Bachmann/Santorum - 10%

That poll was conducted from December 16-18. ?One week earlier, Gingrich was at 22% in that poll in Iowa; ?back in early December PPP had Gingrich at 27%.

I will repeat many times in coming months that we shouldn't just blindly trust the polls, but we also shouldn't ignore trends that might develop in some of them.

I want to see more polling information confirming a drop for Gingrich, but all of the negative ads may be having the intended impact in the Hawkeye State, with just two weeks until the Iowa Caucuses - especially since Insider Advantage found Gingrich was still leading in South Carolina, where the airwaves have not yet been flooded with attack ads.

We also should note the good polls for Ron Paul, though some wonder if that is influenced by people who might not actually go to caucus on January 3.

Putin crony appointed to top Kremlin staff post

?A former KGB colleague of Putin has been appointed chief of staff for the Kremlin, signaling continuing concern about the strength of the protest movement.

A close political ally and old KGB colleague of Vladimir Putin has been given the top Kremlin staff job, a move that some experts say is an effort by Mr. Putin to lock down the levers of supreme authority at a time when mass public protests threaten social instability.

Sergei Ivanov, a former KGB general who was defense minister for six years under Putin, was appointed chief of Kremlin staff Thursday by President Dmitry Medvedev, in a terse announcement published on Mr. Medvedev's official website.

Mr. Ivanov is considered to be one of the toughest, smartest and most experienced apparatchiks in Russian government, and his track record of loyalty to Putin is long and undisputed.

Experts say it's also significant that acting Kremlin chief of staff Vladislav Surkov, the architect of the Putin-era system of "managed democracy,"?was apparently passed over for the appointment.

Over 35,000 people have signed a Facebook pledge to attend a downtown Moscow rally on Saturday to protest against alleged vote rigging and political manipulation in the Dec. 4 Duma elections. Opposition leaders blame Surkov for orchestrating the fraud, as well as other restrictions in Russian politics that include refusing to register political parties and candidates that are too independent, channeling official resources and state media support behind the ruling United Russia party, and creating a network of pro-Kremlin pressure groups, such as the youth movement Nashi, to back Kremlin policies.

"It's important that Ivanov has been appointed at this time, because he is a strong and reliable figure who is 100 percent loyal to Putin," says Sergei Strokan, a columnist with the Moscow business newspaper Kommersant.

"It's a storm warning. It's clear that Russian authorities are rattled by how rapidly this protest movement is growing, and they are not sure how to respond. But they want a strong hand in that important and sensitive job. It shows that Putin is in charge, calling the shots and stacking the Kremlin with his own people," Mr. Strokan says.

"But it's equally important to note that Surkov was not appointed. He is a figure that is particularly irritating to the opposition, who blame him for all sorts of shenanigans. It's possible that Putin may be trying to take the pressure off ahead of more street rallies by sidelining Surkov. ? Basically, it illustrates that Russian authorities are trying to do something, but definitely want to hold on to all means of control."

(AP) ? A Marine who survived the attack on Pearl Harbor has returned to the USS Arizona for eternity.

Divers took an urn holding the cremated remains of Frank Cabiness and placed it inside the sunken hull of the battleship during a ceremony Friday.

The memorial came nine years after Cabiness died in Lewisville, Texas, at the age of 86.

His son, Jerry Cabiness, says his father wanted to return to the Arizona because he lost all of his friends there and wanted to be with them.

Jerry Cabiness says it took his family awhile to fulfill his father's wishes because they had some financial problems and it's expensive to come to Hawaii.

Cabiness was a private first class when Japanese planes bombed the Arizona on Dec. 7, 1941.

Roku brings v3.1 software update to first-gen boxes, Amazon Instant Video channel gets refaced

Early birds may get the worms, but early adopters aren't always as equally rewarded. But, as they say, maybe first-gen Roku owners should simply be elated that their box is still on the update trail. A week (and change) after the Roku 2 and Roku LT saw a fairly significant software update, the company is now pushing v3.1 to OG models. As the company says: "Unless your Roku player is smaller than a hockey puck, this update applies to you." The fresh bytes provide added enhancements to support the official Roku iPhone app, improved playback of MP4 files streamed over the internet and over USB via the USB Media Player channel, and the ability to purchase Roku players, accessories and toys within the Roku Channel Store.

Furthermore, we're told that issues found when navigating channels that display content in a grid screen have been solved, and perhaps most importantly, there's support for Amazon's downright delightful new Instant Video channel. Every last unit should see the update pushed their way in the coming hours, but if you're not exactly the "patient" type, just head to Settings -> Playing info -> Check for update.

Prosecutors not investigating Dutch TV cannibalism

(AP) ? Dutch prosecutors are not investigating a case of apparent cannibalism on a Dutch TV show in which presenters appeared to consume tiny pieces of each others' flesh that had been surgically removed.

Amsterdam prosecution spokeswoman Yvonne van der Leede said Thursday no investigation is under way. Thijs Verheij, spokesman for broadcaster BNN, said doctors and others involved in the stunt may have broken laws but police probably have more important things to do. BNN has insisted the case is not a hoax.

The show "Guinea Pigs" aired Wednesday and showed footage of what appeared to be the removal of tissue from a buttock of one presenter and the waist of another. In front of a studio audience, the pair described cooked fatty tissue as rubbery and disgusting, and muscle as indistinguishable from other meat.

(AP) ? Pope Benedict XVI made an emotional visit Sunday to Rome's main prison, meeting with detainees, denouncing prison overcrowding and calling for greater dignity for inmates everywhere.

Benedict spent over an hour at Rome's Rebibbia prison, fielding questions from a half-dozen inmates who spoke of their despair at being kept in overcrowded cells, away from their families, some of them sick with AIDS.

The 84-year-old pope told the 300 men and women gathered in the prison chapel that he loved them and prayed for them. He reminded them that Christ was imprisoned before being sentenced to "the most savage punishment" of all ? death.

"Inmates are human beings who, despite their crimes, deserve to be treated with respect and dignity," he told them. "They need our concern."

Benedict decried Italy's overcrowded prisons and urged the government to overhaul the system so that prisoners aren't subjected to a "double punishment" by serving time in insufferable conditions.

And he noted that justice doesn't have to just be about righting a wrong, but also showing mercy. For God, he said, "justice and charity coincide; there's no just action that isn't also an act of mercy and forgiveness, and at the same time there's no merciful action that isn't perfectly just."

The prisoners seemed truly grateful for the visit, with more than one wiping tears from his eyes as Benedict responded to their pleas. And Benedict himself seemed touched by their heartfelt welcome: One inmate gave him a picture he had made of a white dove perched on prison bars; another showed him a photo of his newborn baby girl; another read out a prayer he had written about feeling forgotten by God.

Benedict said he hoped his visit to Rebibbia, which houses some 1,700 inmates, would not only give encouragement to the prisoners as Christmas nears, but would draw attention to their plight.

On hand for the visit was Italy's justice minister Paola Severino, who acknowledged the pope was visiting a "place of profound suffering."

There are an estimated 68,000 inmates in Italian prisons, 22,500 more than capacity, Italian news reports said. Just last week, the Cabinet approved measures to ease the overcrowding, making it easier for people to be placed under house arrest and requiring judges to confirm arrests within 48 hours.

Severino stressed that pre-trial detention ? which is a major factor in overcrowding ? must be abolished for all but exceptional crimes. She read a letter to the pope from a detainee in a Cagliari prison to make her point.

"It's sad and frustrating to have made a mistake because sooner or later, you begin to question yourself and your ability to make amends and be reinserted into society, and you become convinced of being unable to change your life," the letter read. "You lose hope that you can be accepted as someone worthy of esteem, stained forever, and you lose the strength to live."

Benedict responded by saying that a reform of the system should make use of alternatives to detention.

After greeting a handful of prisoners and police officers one by one, Benedict stood by as a cypress tree was unveiled on the prison grounds to mark the occasion.

Pope John Paul II made a historic visit to Rebibbia in 1983 when he met with and forgave Mehmet Ali Agca, the Turkish gunman who had shot him in St. Peter's Square two years prior. Agca finished his sentence in Turkey and was released in 2010.

In a 2002 visit to the Italian parliament, John Paul appealed to Italian authorities for clemency for some prisoners.

"I'm a longtime friend and fan of Willie," Springsteen sidekick Nils Lofgren tells the AP. "The last couple of E Street Band tours, Bruce has brought him onstage with us and had him sing and play. ... He's great at it."

The "musician's musician," who's repeatedly risen phoenix-like from personal and professional challenges, is back ? and doing some of his best work. Nile is enjoying enthusiastic audiences worldwide and rave reviews for his party-hearty yet socially conscious new album, "The Innocent Ones."

"It's the best; it's the best!" Nile says, marveling over his hard-won creative success. "It's the kind of thing that you dream about as a kid."

Dedicated to the struggling, downtrodden and forgotten everywhere, the album and its "One Guitar" ? a dance-inducing, gets-under-your-skin track anchoring a charity effort that includes Graham Parker ? advocates enjoying life while making a difference.

Don't be fooled by the lip that curls into the perfect flash of punk sneer; the hair that evokes full-blown Chia Pet; the onstage energy-bursts rivaling a Jack Russell Terrier.

Nile is a bonafide rock philosopher.

In fact, he has a university philosophy degree. He also was real-life-schooled in Greenwich Village's famously fertile music heyday.

Not surprisingly, his body of work references Plato, Sartre, and some very weighty matters: terrorism, death, ecological disaster ? all with a "celebrate life" underpinning.

"I've seen breaks out on the levee, in a world so far beyond strange," he sings in the hopeful "Give Me Tomorrow." ... "I've seen hunger in the garden. I've seen empty eyes, full of pain. ... But I have seen things change."

His story includes some rock history moments.

In December 1980, Nile and John Lennon were recording in adjacent studios. Lennon ran out of guitar strings, so Nile had someone take his extras to his famous neighbor.

"I was going to put a note to John ? `Thanks for all the music. I love you. Willie,'" recalled Nile. "Then I thought, ah, too corny. I'll tell him when I see him in person" in a couple of days.

"The last thing he played was my guitar strings," says Nile.

Years later, Nile's Beatle worship came full circle in a much happier way.

On a tour with Ringo Starr, "He comes walkin' right over and he gives me a big hug. I thought, `Beatle sweat! I'm covered with Beatle sweat!' It was a glorious moment," Nile says with a chuckle.

In the early days, he was wedged into the New Dylan pigeonhole that chafed Springsteen. Nile still occasionally employs the half-spoken, freight-train-in-the-distance vocals and folk-strident themes that evoke early Dylan.

That connection intensified a generation later when Bob Dylan's son, Jakob, appeared on a Nile album.

Recent critics have labeled Nile's work folk-punk; roots-rock; singer-songwriter; power-pop; classic rock; alternative rock, Pete Seeger channeled through Joey Ramone.

He uses the term "New Classic," denoting a "timeless quality." But his personal favorite is "one-man Clash."

Nile now has his own record company. He's had contracts with two major labels. Weary of "hustlers" and gripped with legal woes, he says he walked away from the business twice.

During a decade-long hiatus, he continued songwriting but primarily focused on family in his native Buffalo, N.Y. At a recent performance, he sang the new album's sweetly refreshing "Sideways Beautiful" in honor of a daughter.

"Some years were very thin" while trying to "raise four kids on fumes," he concedes, lamenting the effects on his loved ones. But "tell me ... who has not had a tough road?"

Despite years of relentless hype as "the next big thing," it was nearly impossible to get his foot back in the stage and studio doors. He's made his own way ? aiming simply to strike a chord in whatever heart is meant to receive it.

Now, "I'm having a great time," he declares. "I'm makin' music. I'm fightin' the fight. ... I've never felt more alive."

It's taken a village to get there.

"The Innocent Ones" was already a success in Europe, but its U.S. rollout hit a snag. The fans ? seizing on his premise that "One Guitar," or one voice, matters ? pumped nearly $20,000 into an artistic fundraising site to help hasten its American release.

"I got to tour with the Who across the U.S. I've sung with Bruce Springsteen at Giants Stadium in front of 70,000 people for half an hour," says Nile. But it's moments like this that leave him struggling for words.

"These are hard times economically. ... The fans totally ..." he says haltingly. "I was very, very ? I mean, how great is it?"

On both sides of the ocean, crowds are responding to Nile's call to action.

While his residence is Manhattan, he considers himself a citizen of "wherever my shoes are.'"

In January, he'll return to the Paramount Theater in Asbury Park, N.J., for Light of Day, a weekend-long musical blowout benefiting Parkinson's disease. Last time, Springsteen ? a frequent surprise headliner ? backed Nile's rousing performance of "Heaven Help the Lonely," dedicated to the people of Haiti.

"I want my life to mean something," says Nile, who fantasizes about joining the wealthy "1 percent" and spending it on charity.

"Be good to your neighbors, you know? ... Life is brief. Make the most of it."

He and Lofgren often share a kindred sentiment with fans:

? "Believe in your dreams."

German government party stays on course on euro (AP)

BERLIN ? Rebels in Germany's junior governing party on Friday failed to turn it against eurozone efforts to set up a permanent rescue fund, an outcome that averts a possible political crisis for Chancellor Angela Merkel.

Dissenters in the struggling pro-market Free Democratic Party had forced the ballot on whether lawmakers in the party should support the euro500 billion ($650 billion) European Stability Mechanism, which is due to take start work next year.

However, the party's embattled leader, Vice Chancellor Philipp Roesler, said that their motion was defeated by 10,841 votes to 8,809. There were 280 abstentions in the ballot, conducted by mail over recent weeks.

"The FDP is, and remains, a party with a clear pro-European direction, with the necessary economic policy good sense," said Roesler, who is also Germany's economy minister.

Leaders of the party have talked tough on Europe's debt crisis but support the rescue fund, a cornerstone of efforts led by Merkel to get the situation under control.

Health Minister Daniel Bahr, an FDP member, questioned earlier this month whether the governing coalition could continue to work if party members voted against the fund. No date has yet been set for a parliamentary vote on it.

Had the ballot gone the other way, rebels would have needed a third of party members, which number 65,000 in all, to participate for the result to be valid. But they also missed that target.

The rebels' failure gives Roesler, 38, a respite after a difficult week in which speculation swirled that his days as party leader were numbered.

Roesler took over only in May, promising that the FDP would "deliver," but he has failed to lift the party out of a poll slump.

Roesler annoyed dissenters by declaring on Sunday, two days before voting ended, that they had failed because it appeared too few votes had been cast in the ballot. A complicated voting system also attracted criticism.

One of the FDP's top officials, general secretary Christian Lindner, quit unexpectedly on Wednesday, saying that he wanted to "make possible a new dynamic."

The FDP joined Merkel's conservatives in government in 2009, winning nearly 15 percent of the vote after an election campaign focused heavily on income tax cuts ? a pledge that has been ground down to almost nothing.

The party has attracted much of the blame for frequent infighting in the coalition and has been punished by voters in state elections this year. Nationally, it regularly polls below the 5 percent needed to win seats in parliament.
