The Ministry of Health, Labor and Welfare (MHLW) on Sept. 28 released standards on compensation for nuclear workers afflicted with stomach, esophagus, and colon cancer caused by radiation exposure.

To qualify, workers must have been exposed to at least 100 millisieverts of radiation in total, with five years having passed since they began engaging in nuclear work -- conditions that would indicate a strong relationship between nuclear work and the three types of cancer. Different standards exist for other cancers such as leukemia.

According to Tokyo Electric Power Co., as of the end of August, 167 workers involved with recovery work at the Fukushima No. 1 Nuclear Power Plant had been exposed to over 100 millisieverts of radiation.

In December 2009 and February 2011, before the Fukushima disaster, there were two applications from nuclear plant workers seeking recognition of stomach, esophagus, and colon cancer as work-related illnesses. Based on past records, a MHLW panel investigated the issue and put together a report stating that recognition of raised risk for these three types of cancer started within the range of 100 and 200 millisieverts, with the minimum latent period of related cancers ranging between roughly five and 10 years. The newly announced standards are based on this report.

The MHLW has not disclosed whether it approved the two compensation applications.

Since 1976, 11 nuclear plant workers have been recognized as being victims of work-related radiation illnesses. Six had leukemia, two had multiple myeloma, and three had malignant lymphomas -- illnesses with separate recognition standards. For leukemia workers must have been exposed to at least 5 millisieverts for radiation for a year. The corresponding levels for multiple myeloma and malignant lymphomas are 50 millisieverts and 25 millisieverts, respectively.

Based on observational studies of survivors of the Hiroshima and Nagasaki bomb blasts, the International Commission on Radiological Protection (ICRP) says that the risk of developing cancers, excluding blood cancers like leukemia, increases linearly upward from a combined dosage of 100 millisieverts. They say the risk of dying from cancer at 100 millisieverts is 0.5 percent higher than normal. The effects of less than 100 millisieverts are unknown, but the ICRP recommends keeping radiation exposure as low as possible.

Furthermore, heavy radiation exposure over a short time leads to symptoms like losing hair and bleeding, and can cause death as well. Two plant workers died after being exposed to 6 to 20 sieverts at the nuclear accident in Tokai, Ibaraki Prefecture in 1999.

Dhoni blames rain for spinners? poor performance ? Cricket News Update

Following the dismal performance of the Indian spinners against Australia, which culminated in a humiliating 9-wicket defeat for the Men in Blue in their first ICC World Twenty20 Super Eights match, skipper MS Dhoni defended his decision to play three specialist spinners, claiming the rain had severely hampered the effectiveness of his spin bowlers against the Aussie batsmen.

Despite initially having been hesitant to use five specialist bowlers which would lead to a depleted batting line-up, Dhoni opted for the risky combination in the team?s final group stage match against England ? a dead rubber, with both teams already having qualified for the Super Eights.

The combination of three specialist bowlers did wonders against the Poms, who were forced to concede a massive 90-run defeat, with the spin duo of Harbhajan Singh and Piyush Chawla proving particularly deadly.

The Men in Blue opted for a similar line-up in their first Super Eights match, played against Australia at the R Premadasa Stadium in Colombo on September 28 ? however, in the damp slippery conditions, the combination backfired, earning the skipper a fair amount of flak.

?We played with five bowlers in the last match,? Dhoni said, pointing out that the combination had won the team the match against England. ?To say that the bowlers didn't bowl well based on this one match would be wrong because we need to take into consideration the conditions ... It rained towards the end of our innings.

?When the ball gets wet there is not much there for the spinners ... there was no real grip for them and that was the main reason we were not able to put pressure on the Australians.?

Dhoni rested veteran batsman Virender Sehwag in order to play Harbhajan Singh, Ravichandran Ashwin and Piyush Chawla, but the decision proved costly. Not only did the batting order fail to rack up a substantial total, the specialist spinners were unable to claim any wickets, and the trio gave away a collective 66 runs in just 6.5 overs.

Commenting on the batting performance which had preceded the bowling, Dhoni revealed that owing to the early wickets which had put pressure on the team, they had decided a score close to 145 would be sufficient ? however, the team had obviously not banked on the rain, which would later render their bowling attack impotent.

?We had a score of 145-150 in mind but we hadn't thought ... that it would rain like this,? he said.

iPhone 5 vs. Samsung Galaxy Note 2: Which one should you get?

iPhone 5 vs. Samsung Galaxy Note 2: Which one should you get?

Apple has released the taller, thinner, faster, lighter, brighter iPhone 5 -- and we've got your definitive iPhone 5 review right here -- and now Samsung is bringing their next-generation giant, the Galaxy Note 2 to market.

As much as Samsung has been labeled a "copyist" over the course of the last couple years, the Galaxy Note series has always been a big exception, literally. Due to its size, some have labeled it a "phablet", half phone, half tablet. While it's both of those things, it's also neither. It's really a Wacom-style digitizer put into highly mobile form. And as anyone who's ever used a Wacom knows, it resembles a stylus in shape only.

So what happens when you put Apple's precision up against Samsung's power? The iPhone 5's elegance against the Galaxy Note 2's enormity? Let's take a look.

Samsung Galaxy Note 2: Hardware and software

Android Central is working on a full review now, and we'll add a link to it here as soon as it's live. In the meantime, here are James Richardson's first impressions and hands-on with the Galaxy Note 2.

Powered by a quad-core 1.6 GHz Exynos 4 processor, the Galaxy Note 2 has some substantial horsepower behind it, along with a plentiful 2GB of on-board RAM. Combined with a whopping 3100mAh battery, we're expecting some serious longevity from this device. The Note 2 runs Jelly Bean out of the box, making Samsung's phone/tablet hybrid the first to ship with Android 4.1. And it now sports a 5.55-inch (non-PenTile) HD SuperAMOLED 1280x720 display, protected by Gorilla Glass 2. The extra size of the phone does add few of grams to its weight -- at 180 grams it isn't light, but it's not terribly heavy considering its monstrous size.

There are also numerous software enhancements, including the ability to command an on-screen cursor by hovering the stylus over the screen. This can be used to peek into gallery folders, calendar events expandable areas. And the usual selection of Samsung drawing and note-taking apps is included too, as are all of the software features of the Galaxy S3.

Apple iPhone 5: Hardware and software

The iPhone 5 has a newly re-designed unibody aluminum chassis to allow for a bigger 4-inch screen in a phone that's 12% smaller by volume. It's taller but not wider, thinner and also lighter. That 4-inch screen also uses in-cell technology to combine the touch sensor right into the LCD. At 1136x640 and 326ppi, it's still backlit LED, and still IPS, and technically the best, most advanced panel on the planet for now. Apple also rolled their own, custom Apple A6 processor this time, based on ARM v7s, for amazing performance and excellent power management. There's still no NFC, but there is CDMA, HSPA, and international LTE.

iOS 6 comes loaded on the iPhone 5, and includes a new, controversial Maps app, some great extensions to Siri, deep Facebook integration, Passbook, and enhancements to FaceTime, Mail, Safari, Photo Stream, and Accessibility. And because Apple makes both the hardware and the software, there's no integration, no added interface layers, and a seamless experience overall.

Apple iPhone 5 vs. Samsung Galaxy Note 2: The bottom line

While the story of the Apple iPhone 5 vs. Samsung Galaxy S3 might remain one of precision vs. power, when it comes to the iPhone 5 vs. the Galaxy Note 2, the elegance vs. enormity line requires deeper inspection. A 5.5-inch phone display is something that fits the needs of a very specific niche -- namely those that want more than a traditional phone -- those who essentially want a mobile notepad.

For this reason, for most people, the iPhone remains the default choice, and the perfect blend of killer design and absolute ease of use. If you don't like something about the iPhone, there are also a bunch of great alternatives to consider, including the Samsung Galaxy S3, HTC One X, or the upcoming Nokia Lumia 920.

The Galaxy Note 2, due to its size and its Wacom technology, is a very, very specific one, and you'll likely know it you need it.

Quora

Co-founded by former Facebookers Adam D?Angelo and Charlie Cheever in 2010, Quora users can upvote or downvote submitted answers to questions on almost any topic. Alongside Quora?s own algorithm for ranking the best answers, users also have the power to suggest edits to answers offered by their peers. An official iPhone app was released in September of last year.

The Reddit Edit

The power of Reddit is nothing new. What is relatively new is turning to Reddit as an original news source. Colorway reported earlier this month that despite claims to the contrary, more and more journalists are using Reddit to gather ideas from the site that gets more than three billion page views per month. The result is Reddit Edit, a more polished presentation of categorized news headlines that seeks to court media skeptics?although that number is decidedly dwindling.

Skyword

Primarily a content production platform, Skyword offers writers the chance to create content for various brands and receive bi-weekly payment in the process. Their newsletter links to online conversations on topics such as how to handle critique and features monthly spotlights with ?Skywriters? to find out what makes them tick.

Twitter Blog

We?re well aware of the power of Twitter, but not all Tweets are re-Tweeted equal. The website?s blog offers insight into how the platform can be used most effectively to share and promote content. A post published last week (http://blog.twitter.com/2012/09/best-practices-for-journalists.html) outlines four simple strategies for how news outlets and individual authors can increase follower growth and engagement. And if you?re still seeing red after last Sunday?s Patriots/Ravens game, this post (http://blog.twitter.com/2012/09/nfl-week-3-onlyontwitter-edition.html) highlights how hashtags and trending topics spread through constant interaction.

Wired Journalists

They don?t come more collaborative than this. Founded in 2008 to connect journalists online, the brainchild of?Howard Owens, Zac Echola, and Ryan Sholin hosts various groups, forums, and headlines for digital writers to use and share information with their peers on topics ranging from bilingual journalists to those who support facial hair awareness.

Ai Weiwei slams judge as court rejects appeal

David Gray / Reuters

Dissident Chinese artist Ai Weiwei waits outside the entrance of the Chaoyang District Court before attempting to attend his appeal verdict hearing in Beijing on September 27, 2012.

Reuters reports ??A Chinese court upheld a $2.4 million tax evasion fine against China's most famous dissident Ai Weiwei on Thursday, ending his long legal battle with the authorities but paving the way for him to be jailed if he does not pay.?

An angry Ai, who was allowed to attend court in person for the first time and without an obvious police presence, said he scolded the judge for being a "shame and a disgrace".

"It (the court) didn't respect the facts or give us a chance to defend ourselves; it has no regard for taxpayers' rights," he told reporters. Read the full story.

Camera-equipped helmet gives you superhuman vision

50 min.

If you think of high dynamic range imaging, or HDR, you probably think of crazy panoramic?cityscapes or lighthouses where everything pops with impossible clarity ? imagine seeing the whole world that way.?These goggles let you look at everything in real-time 3-D HDR?? and it's more useful than you might think.

The HDRchitecture?project, by researchers at the University of Toronto, was presented earlier this month at the SIGGRAPH imaging convention in Los Angeles.

The most dramatic application the team could think of for showing off the capabilities of their system was welding, where the light from the torch is so bright that it can blind the welder if he doesn't wear a?leaded-glass visor. Unfortunately, this renders the rest of the world, including his immediate surroundings, quite dark. What if you could combine the two images ? the dark one that shows the torch clearly, and the light one that shows everything else?

Think of high dynamic range as wearing night-vision goggles and sunglasses at the same time, with none of the downsides.?You can see?highlights and shadows that would be blown out or too dark to see otherwise.?

To achieve this,?the team's?EyeTap helmet uses a pair of cameras?take?multiple exposures of the same view and combine them in real time, in such a way that no part is too dark and no part is?too light.?

As you can see in the video, that means that the welder can clearly see not only the super-bright torch, but the hot metal it's touching and the rest of the object as well. This could greatly improve not just the quality of the welder's work, but the safety of his workshop.

The video below demonstrates the futuristic-looking helmet in a few situations; there's a good comparison at 1:45, and more everyday situations towards the end.

It's not just for welders. If the technology were developed, a driver would never be blinded by the glare of the sun, and a soldier would never miss a mine hiding in a shadow. The possibilities are really very exciting.

Of course, the device itself will have to be adapted somewhat before you can wear it in the car; it's clearly a bit bulky at the moment. But this "mediated reality," as the narrator describes it, is potentially very powerful. More information and much supporting documentation can be found at the EyeTap site, or at Road to VR.

Devin Coldewey is a?contributing writer for NBC News Digital. His personal website is?coldewey.cc.

Libyan who helped capture Gadhafi dies

Anis Mili / Reuters

Mourners pray near the coffin of Omran Shaaban on Tuesday in Misrata, Libya.

By NBC News wire services

One of the young Libyan rebels credited with capturing Moammar Gadhafi in a drainage ditch nearly a year ago died Tuesday of injuries he allegedly sustained after he was kidnapped by the late dictator's supporters.

The death of Omran Shaaban, who had been hospitalized in France, raised the prospect of even more violence and score-settling, with the newly elected National Congress authorizing police and the army to use force if necessary to apprehend those who abducted the 22-year-old and three companions near the town of Bani Walid?in July.

His family claimed he was shot by gunmen, then captured and tortured by militiamen still loyal to Gadhafi.

Libya is battling lingering pockets of support for the old regime, and its government has been unable to rein in armed militias in a country rife with weapons. Earlier this month, a demonstration at the U.S. Consulate in the eastern city of Benghazi turned violent, killing four Americans, including U.S. Ambassador Chris Stevens.

Shaaban was praised as a "dutiful martyr" and a "brave hero" by the National Congress, which has?ordered the defense and interior ministries to find those who abducted Shaaban.

No reward
However, his family says he never received a promised reward of 1 million Libyan dinars ($800,000) for capturing Gadhafi on Oct. 20, 2011, in the former leader's hometown of Sirte. The eccentric dictator was killed later that day by revolutionary fighters.

His body was greeted at the airport in his hometown of Misrata by more than 10,000 people for a procession to the soccer stadium for prayers Tuesday and he was buried early Wednesday.

Ousted Libyan dictator Moammar Gadhafi was shown no mercy and brutally killed by the same people he ruled over for more than 40 years. Graphic pictures and videos captured his final moments. NBC's Richard Engel reports.

His brother Hussein complained that the Libyan authorities did nothing to help Shaaban. ?

"Libya was declared liberated of Gadhafi's rule on October 23 last year. It isn't," he told Reuters.

In Gadhafi's lair, album found filled with photos of his 'darling' Condoleezza Rice

On Tuesday in the capital Tripoli, several hundred protesters gathered outside the headquarters of the National Congress to demand that the government avenge Shaaban's death.

Shaaban's family said that he and three friends had been en route home to the western city of Misrata from a vacation in July when they were attacked by gunmen in an area called el-Shimekh near Bani Walid.

Shaaban and his friends, who like many Libyans were armed, fired back, the family said.

Two bullets hit Shaaban, and he was paralyzed from the waist down, his relatives said, and the men were captured by Bani Walid militiamen.

A town of about 100,000 people, it remains a stronghold of Gadhafi loyalists and is isolated from the rest of Libya.

Libyan president to NBC: Anti-Islam film had 'nothing to do with' US Consulate attack

President Mohammed el-Megarif visited Bani Walid this month and secured the release of Shaaban and two of his companions. A fourth is still being held.

'Sliced with razors'
When Shaaban was finally brought home, he was "skin and bones" ? still paralyzed, frail and slipping in and out of consciousness, according to another brother, Abdullah.

"It was clear he was beaten a lot," Abdullah Shaaban said. "His entire chest was sliced with razors. His face had changed. It wasn't my brother that I knew."

Omran Shaaban was later flown to France for medical treatment.

Shaaban, the second youngest in a family of nine children, was a member of Libya Shield, a loose coalition of the country's largest militias relied on by the Defense Ministry.

NYT: Deadly Libya attack a major blow to CIA efforts

Khalifa al-Zawawi, the former head of Misrata's local council, said the government reneged on paying the reward to Shaaban.

Abdullah Shaaban said his brother did not mind, saying he considered capturing Gadhafi to be his national duty.

While Libya's president released a statement Tuesday vowing that those responsible for the violence against Omran Shaaban would be punished,?apprehending and disarming the militants in Bani Walid are among the most daunting tasks facing the government.

The town is heavily armed with rocket-propelled grenades, automatic weapons and artillery left over from last year's civil war.

Residents there say that pictures of Gadhafi are displayed during weddings and youths play his speeches on their cars' stereos. Students refrain from singing Libya's new national anthem and teachers refuse to follow the revised curriculum.

US Ambassador Chris Stevens was 'courageous,' Obama says

Bani Walid fighters were blamed for many of the sniper attacks, shelling, rapes and other violence against the city of Misrata during the civil war, and there were new calls Tuesday from residents of Misrata for vengeance against Bani Walid.

In July, fighters from Misrata threatened to attack Bani Walid after two journalists from their town were detained there. The journalists were eventually released after mediation by the authorities.

Shaaban's eldest brother, Walid, insisted there would be justice for the family, regardless of whether the government is the one to administer it.

"I plan to pursue his rights legally and join if there is a military incursion. We are going to death, God willing," Walid Shaaban said.

Family friend Abu-Shaala echoed that sentiment.

"If the government does not go in, we are going in," he said. "We are all patient. But our patience has limits."

Class wars: 'Gate-gate' scandal swamps UK PM

Dan Kitwood / Getty Images file

British minister Andrew Mitchell, who reportedly insulted police officers after they stopped him from cycling out of the main gate down the street from the prime minister's official residence, arrives at a government meeting in May.

By Chris Hampson, NBC News Director of International News

LONDON - We?ve had Watergate, Irangate and even Weinergate.

And now, in London, there?s a new hot-potato controversy that double-dips nicely the neat scandal-enhancing suffix ?gate.?

It?s called ?Gate-gate.?

The first gate in question sits at the end of Downing Street, home to generations of British prime ministers, and in recent years? -- in a nod to those who would destroy us -- a fortified enclave.? It is guarded around-the-clock by heavily armed police, cameras, barriers -- and that big, black, forbidding iron gate.

Now this particular ballyhoo-gate involves a high ranking senior member of the British government, Andrew Mitchell, who wanted to ride his bike through the aforementioned main gate and, when he was refused and told to use the pedestrian exit, ?apparently unleashed a tirade of four-letter abuse at the cops who are there to protect him.

?Best you learn your f***ing place,? he reportedly said in anger. ??You don?t run this f***ing government.?

But it gets worse.? Much worse.

Facundo Arrizabalaga / EPA

Andrew Mitchell speaks to the media in London on Monday.

Mitchell allegedly also called the police officers ?plebs.? ?What?

For those of us for whom Latin is a forgotten language, the plebs (Latin: plebes) of Ancient Rome were the middle-class of society ? free people, skilled artisans, farmers.

But in the intervening centuries the word in Great Britain became something of an insult, suggesting the person in question was common, ignorant and ? importantly ? of a lower order.

It?s an old-fashioned word these days ? not much used by the common people to whom it refers, and seldom heard outside of a certain privileged world.

Now you only have to watch "Downton Abbey" -- the popular TV drama starring overdressed and underworked aristos and their forelock-tugging salt-of-the-earth servants -- to know about the class divide in the United Kingdom.? And if you think it?s as dead as Latin, read on.

'Thrasher'
Enter into this upstairs-downstairs world of ours the quaintly titled Government Chief Whip Mitchell.

He?s an important guy in government. ?Some of his critics call him self-important. ?He has an office and official residence in Downing Street. ??His job -- as the title suggests -- is to be the prime minister?s enforcer, making sure Conservative legislators toe the party line in parliament and outside.

Cash-for-access scandal leaves Cameron's UK government reeling

It?s a tough job and one for which Mitchell seems well suited.? He is an alumnus of the elite fee-paying Rugby School, a reputedly tough place that gave its name to the sport and where his disciplinarian ways reportedly earned him the nickname of ?Thrasher.?

Clearly Mitchell seems not the sort to take any nonsense from the ?lower orders? after a bad day at the office. Which is just what happened last week as he approached that now famous locked and guarded main gate.

The essence of every ?gate? scandal is that the event has far greater consequences than the perpetrator ever imagines as they commit the deed.? It is the stone rolling down the hill before it becomes the avalanche. Gate-gate is no exception.

The furor that Mitchell provoked has reached national level -- and it?s still making front page news.

The day after the outburst, Prime Minister Cameron traveled upcountry to the city of Manchester to pay his respects to the families of two unarmed, female police officers gunned down in cold blood. That evening he had to reprimand his chief whip for showing disrespect to the police.

UK police resist calls to give all officers guns

Then there?s a question of who is telling the truth. The police officers who suffered Mitchell?s tongue-lashing ? members of the elite Diplomatic Protection Group ? wrote down in their notebooks what had been said to them. They knew to expect more trouble.

But Mitchell disputes their version of the truth.? Not that he may have used the f-word, as they claim.? But he denies calling them ?plebs,? which would ? it seems ? be very rude indeed.

In this extended interview, British Prime Minister David Cameron talks to NBC's Brian Williams about Iran, Afghanistan, the 2012 Olympics, the "special relationship" with the United States and whether or not he has danced around like Hugh Grant's character in "Love Actually."

(The Daily Telegraph on Tuesday published what it said was a log of the exchange as recorded by the officers involved)

So either we can?t rely on the hand-picked cops chosen to guard our most important people ? or we can?t trust the prime minister?s right-hand man. The police say, quite correctly, that it?s a question of integrity.

Then there?s the politics of it, as the government struggles in second place in the opinion polls.?

Has Britain's Prime Minister Cameron lost his gloss?

Cameron has long tried to shake off the taunt of privilege that haunts him and his closest supporters ?-- a barb that implies they are out of touch with ordinary folk.? That?s tricky for a politician who wants to win elections (ask Mitt Romney).

So ?Dave? Cameron has sought to convince the voters they are as ordinary as you and me.? But not, of course, plebs. He has Mitchell to thank for reinforcing an image he has tried so hard to shake off.?

How tragedy transformed UK PM Cameron

For his part, Mitchell has, eventually, been suitably contrite.? He has apologized to the offended officers more than once, without ever telling us exactly what he did say.

?I didn?t show the police the amount of respect I should have done,? he said Monday, before adding? ?I hope very much we can draw a line under this.?

A view for sure shared by Cameron and his advisors.

The prime minister is toughing it out and saying Mitchell will not lose his job. ?But that?s what beleaguered prime ministers always say.

In the end -- if the cops turn out to be telling the truth -- this particular ?gate? may deliver its own last word.? As in:? ?Make sure the gate doesn?t bang you in the ? on the way out.?

And the police -- whom Mitchell admits he abused -- will take satisfaction in being the ones holding it open for him.

US stocks down on Europe unrest, weaker home sales

A quiet day on Wall Street turned Tuesday, Sept. 25, 2012, into the worst sell-off in three months after a Federal Reserve official said he doubted the bank's effort to boost economic growth would work. (AP Photo/Richard Drew, File)

A mixed report on the U.S. housing market conspired with unrest in Europe to pull U.S. stocks lower Wednesday. Other risky assets, like European stocks and oil, fell more sharply.

The median price of new homes sold in August rose by a record amount, while sales of new homes dipped slightly. Sales in August were up 27.7 percent from a year earlier, but remain at about half of the pace that economists consider healthy.

Stronger data on the U.S. housing market have helped insulate stocks in recent weeks from fears about the global economy. Stocks' other main source of support, the Federal Reserve's program to boost the economy by pumping money in, lost some luster Tuesday after a key Fed official expressed skepticism about the plan.

"There was some optimism coming into the market, and that's usually when you're most vulnerable to sell-offs when there are negative headlines" like the Fed official's comments, unrest in Europe and weaker data about the U.S. economy, said Todd Salamone, director of research at Schaeffer's Investment Research.

Indexes had risen to levels they hadn't beat for months or years, Salamone said, creating "an almost perfect storm in terms of the vulnerability to short-term impacts.'

The dip in home sales hurt homebuilder stocks. PulteGroup Inc. fell 5.5 percent, KB Home 5.4 percent and Beazer Homes USA Inc. 4.7 percent.

European stocks were having their worst day in months as unrest threatened to boil over in Greece, where deep budget cuts have eroded people's living standards, and Spain, where citizens are resisting a likely bailout from international lenders. Earlier, Asian stocks closed lower.

The euro fell sharply against the dollar, and the price of oil dropped below $90 per barrel for the first time since early August.

Rising demand for lower-risk investments fed strong bids for U.S. Treasury debt. The yield on the 10-year Treasury note fell to 1.63 percent from 1.67 percent late Tuesday. A bond's yield falls as its price increases.

The Dow Jones industrial average fell 27 points to 13,430. The Standard & Poor's 500 index fell seven to 1,434. Its only rising categories were telecommunications, utilities and consumer staples ? safer stocks that tend to hold their value when the economy is weak.

If the S&P 500 closes lower, it will be the index's first five-day losing streak since early July.

The Nasdaq composite average fell 29 points to 3,088.

The moves come a day after the worst sell-off for the S&P 500 in three months. Charles Plosser, president of the Fed's Philadelphia branch, told an audience Tuesday that the Fed's effort to support the economy would likely fall short of its goals.

Stocks had rallied this summer before and after the Fed announced the plan to buy $40 billion in mortgage bonds each month until the economy strengthens. As doubts about it sink in, stocks are falling back to where they were when the deal was announced.

In Europe, tens of thousands of protesters took to the streets in Athens and Madrid, where they clashed with riot police ahead of new rounds of spending cuts and tax hikes. The Bank of Spain warned that the country is in a deep recession, a day after protests in Madrid led to at dozens of arrests and injuries.

Spain's IBEX index fell the most, trading 4 percent lower. Germany's DAX was down 2 percent, while the CAC-40 in France fell 2.5 percent.

The developments in Europe blunted any optimism about the U.S. housing market. Wednesday's report, while mixed, appeared to confirm that the market has hit bottom. Other recent data showed that sales of previously occupied homes jumped in August to the highest level since May 2010. Builder confidence is at a six-year high, and construction of single-family homes rose last month to the fastest annual rate in more than two years.

The fear is that a broader recession in Europe could stall in whatever economic recovery is occurring in the U.S., where the housing market has been a major drag for five years.

In corporate news, American Greetings Corp. shares jumped 17 percent after the greeting card company said that a group led by its CEO and chief operating officer wants to take it private in a deal that values it at about $581 million.

Automobile auctioneer Copart hit an all-time high and was up 2.9 percent after a strong fourth quarter that topped Wall Street expectations.

Major security vulnerability in some Samsung phones could trigger factory reset via web page

Samsung Reset

Updated: Clarifications on which phones are affected, and the nature of the vulnerability.

A major security vulnerability has been discovered in some TouchWiz-based Samsung smartphones, including the Galaxy S2 and certain Galaxy S3 models on older firmware. The bug was first demonstrated by security expert Ravi Borgaonkar at the Ekoparty security conference. It involves the use of a single line of code in a malicious web page, and immediately triggers a factory reset without prompting the user, and without allowing them a way to cancel the process. Even more serious is the possibility that this could be paired with a similar glitch that can render the user's SIM card inoperable. And as the malicious code is in URL form, it can also be delivered via NFC or QR code.

Our Verizon Galaxy S3 was not reset by the malicious code embedded in a web page, though we were able to trigger a reset using similar code tied to a hyperlink. Mobile dev Justin Case tells us the issue is fixed in the latest AT&T and international Galaxy S3 firmwares, though devices that have not been updated may remain vulnerable. Others have reported that devices like the Galaxy Ace and Galaxy Beam are also affected. As far as we can tell, though, the bug does not affect Samsung phones running stock Android, like the Galaxy Nexus.

The vulnerability is the result of the way the native Samsung dialer app handle USSD codes and telephone links. USSD codes are special combinations of characters that can be entered in the keypad to perform certain functions, like enabling call forwarding, or accessing hidden menus on the device. On Samsung phones, there's also a USSD code for factory resetting the phone (and presumably another for nuking your SIM). This results in a particularly nasty issue for anyone unfortunate enough to run by a malicious web page.

There are, of course, other applications of this glitch -- for example, the ability to automatically run numbers through the dialer could be used to call premium-rate phone numbers. But the fact that just visiting a web site could trigger your phone to factory reset itself, and nuke your SIM in the process, is a very serious issue. So update your software if you're running an S3, and if you're not, we'd recommend using a third-party dialer like Dialer One until all this has blown over.

We've reached out to Samsung for comment on this issue, and we'll keep you updated with any information they provide.

Colorado Remaining Red Among Blue-Leaning Battlegrounds

The Republican ticket's barnstorm of Colorado this week brings Mitt Romney and Paul Ryan to the rare swing state that has kept a red hue on an electoral map where many battlegrounds are turning blue.

Romney, who appeared in Colorado on Sunday and will do so again on Monday, has run even or ahead of President Obama in the Centennial State throughout the summer, despite the Democrat?s 8-point win there last time. (Ryan is scheduled to appear there on Wednesday.) Obama crept into the lead in some polls released last week, although a Quinnipiac University/CBS News/New York Times survey reported that the battle stood at a dead heat.

Romney will have to resist Obama?s ongoing post-convention bounce to win the state, but if he can, even Democrats acknowledge it represents a legitimate opportunity for Romney to claim victory. Obama, who visited the state early and often during his first term, will have to fight to reclaim Colorado?s prized nine electoral votes.

?If you look at the battleground states, Colorado does jump out at you in terms of the tightness of the polls,? said Mark Longabaugh, a veteran Democratic strategist who has done extensive work in the state.

Colorado?s competitiveness might surprise because of its location in the Southwest, the Hispanic-heavy region that has largely moved into the Democratic camp. Obama?s drop-off in Wisconsin, which he won by 14 points in 2008, for example, makes more sense in a state where Republicans have made significant inroads since the president?s election. The GOP won both a gubernatorial and U.S. Senate battle in 2010.

Colorado, meanwhile, was one of the few bright spots Democrats could count on in the midterm elections, when Democratic Sen. Michael Bennet knocked off Republican Ken Buck. If Republicans couldn?t win there during a historically favorable political wave, how could they pry it from the grip of an incumbent president two years later?

Part of the answer lies in the state?s demographic makeup, which is more GOP-friendly than other southwest states. Minorities constituted just 19 percent of the vote there in 2008, according to exit polls, making it less like neighbors Nevada and New Mexico. In the former, they made up 31 percent of the vote; in the latter, the figure was 50 percent.

Colorado also has some urban areas that are extremely conservative. The best-known is Colorado Springs, home of the U.S. Air Force Academy and headquarters of the socially conservative group Focus on the Family and other like-minded organizations.

Obama and Democrats have succeeded in the state because nearly half of its population consists of college-educated white voters, who are far more favorable to the party than their blue-collar counterparts. But those voters, unlike Hispanics and African-Americans who have largely stuck with Obama, have softened in their support of the president for much of this year.

And unlike in Ohio, where the president can point to the auto-company bailout, there?s less evidence in Colorado the president has helped turn around the economy. The state?s unemployment rate stood in August was 8.2 percent, a tick higher than the 8.1 percent national average.

?Obama?s policies were clearly key in Ohio,? said Longabaugh. ?The state looks like it?s turned the corner on manufacturing.?

The problem, he said, was the president can?t point to a similar success story in Colorado.

?As someone who has worked in Colorado the last few cycles, the state seems a little more sour on the economy,? he said.

Democrats in the state also suggest Obama?s campaign hasn?t quite matched the successful strategy that Bennet deployed two years earlier. He aggressively attacked his GOP foe on social issues such as abortion rights, a message with particular resonance in the socially moderate and populous Denver suburbs. But Obama has mostly strayed from that playbook, according to Rick Ridder, a Denver-based Democratic consultant.

?In terms of social issues, it hasn?t been quite so acute as it was in 2010,? he said. ?You may see more of the social stuff later, but it hasn?t been so apparent so far.?

Still, Romney might yet have a hill to climb to win Colorado, whose electoral votes might be a crucial stop-gap if he fails to win states such as Ohio or Wisconsin. An NBC/News/Wall Street Journal/Marist poll of likely voters, which showed Obama up 5 points overall, found him at 44 percent among male white-college graduates and 56 percent among white female college graduates. That?s similar to the coalition Bennet was able to assemble in 2010, when he won 44 among white college-graduate men 59 percent of white women with a college degree.

The demographics might be more favorable for Romney in Colorado. But facing a rising national tide against him, Colorado would still be a heavy lift for the GOP nominee.

Church Basement Ladies headline Mitchell Area Concert Association shows

From comedy to country and everything between, there?s an array of entertainers lined up for the 2012-13 Mitchell Area Concert Association concert series.

Read on for summaries of the shows, which kick off next month. All concerts are at the Corn Palace at 7:30 p.m.

New Odyssey

First on the list is New Odyssey, described simply as ?3 guys, 30 instruments.? Gary Todd, Michael Jay and Gary Polkow combine singing, instrumentals and comedy in a family oriented show Oct. 5 at the Corn Palace. MACA Executive Secretary Jim Blades said what makes the show unique is the demonstration of instrumental ability from each of the musicians. ?The show is going to be good music, but has the specialty of having 30 different instruments,? he said. ?It?ll be a demonstration of flexibility as well as the great musical talent.?

Church Basement Ladies 2: A Second Helping

It?s ?A Second Helping? of the Church Basement Ladies on Feb. 12, a show about ?life, death and new adventures in the world and in their lives.? Though second in the lineup, Blades said he thinks the church basement ladies show will bring in the biggest crowd. ?People love to laugh, and they give a lot of laughs,? he said. According to promotional materials, the sequel is set in 1969 and focuses on the escapades of the women of the Lutheran church basement kitchen during everything from Missionary Night to Super Bowl Sunday. The musical comedy is inspired by the books of Janet Letnes Martin and Suzann Nelson, whose works include bestseller ?Growing Up Lutheran.? Blades said the Mitchell show is the second of four versions of the popular plays. In addition to their Mitchell performance, the Church Basement Ladies will perform Feb. 5 in Yankton.

George Dyer Christmas

During the holidays, concert-goers can get a proper dose of Christmas music Dec. 10, when George Dyer performs. His concert also will feature his daughter and a trio of musicians. Dyer got his start in opera (he sings tenor), and has performed with the New York City Opera and the Mormon Tabernacle Choir.

His programs typically mix well-known opera numbers, Broadway songs and classic jazz/pop numbers such as ?Volare? and ?Mack The Knife,? made famous by crooners Dean Martin and Bobby Darin, respectively.

Take Me Home, John Denver

On May 7, Jim Curry will offer a full-length John Denver tribute concert.

Curry is a long-time musician and songwriter who, according to program materials, does not impersonate Denver; rather, he sings in tribute.

Denver, whose hits included ?Rocky Mountain High,? ?Thank God I?m a Country Boy,? and ?Country Roads,? died in 1997. Curry has said he believes Denver?s ?positive messages of love, humanity and environmental awareness? are just as true now as they were when the songs were first released.

In addition to his Mitchell appearance, Curry will perform today in Yankton and April 18 in Pierre.

Other shows

If fans can?t make any of the Mitchell show dates, MACA Chairwoman Bernie Brooks said eight additional shows can be seen in Huron, Yankton and Pierre.

The Rodney Mack Philadelphia Brass will be in Pierre Sept. 23 and Huron Sept. 24; Home Free Vocal Band will be in Pierre Oct. 22 and Yankton April 28; Siberian Virtuosi will be in Yankton Oct. 28; Two on Tapp will be in Pierre Nov. 4 and Huron Nov. 7; Thuringer Salon Quintet will be in Pierre Feb. 12; Abbey Road Band will be in Huron April 18; Celtic Fire will be in Yankton Feb. 16 and Huron Feb. 17; and Wilson and McKee will be in Pierre April 1.

Memberships available

The MACA is made up of 21 members and annually selects a concert series for Mitchell. Brooks said musical acts are selected from more than 50 choices presented by Allied Concert Services of Minneapolis. Season membership tickets are $50 for individuals, $20 for students and $100 for families. Contributing memberships range from $125 for a donor to $1,000 for a guarantor. ?We couldn?t operate without those sponsors,? Blades said. Memberships and season tickets are available at each of the concerts, or by calling Blades at (605) 996-5081. Individual tickets may be purchased at the door the night of a concert. Blades said MACA memberships will provide admittance into the Huron, Yankton and Pierre shows, as well.
