The AP gives more context:Syria was in virtual control of its smaller neighbor for many years, posting tens of thousands of troops in Lebanon, before withdrawing under pressure in 2005. Even without soldiers on the ground, Syria remains influential, and its civil war has stirred longstanding tensions that have lain under Lebanon's surface.

Syria says it has reached an agreement with Russia to import refined oil products, Reuters reports. Syrian Deputy Prime Minister for Economic Affairs Qadri Jamil told reporters that the two countries concluded the deal during his last visit to Moscow. Russia will import Syrian crude oil in exchange for refined oil products.
Reuters explains that the Syrian regime desperately needs oil to keep its economy and military running.
